In short, the IRS each year creates a mileage reimbursement schedule that can be used by employers to set the amount reimbursed to employees for work related use of their vehices.

In California employers must pay their employees for their employment related expenses and this includes work related car or truck use. The IRS mileage rates are not required to be used - but the actual employee expenses must be reimbursed. The IRS mileage rate, however, is simple to apply and understand and is thus often used.
